Anyone will be able to join your Heartbeat community by sending an invitation link as shown below:

Although deactivated Circle users may not be able to join through the invite, you may reach out to the Heartbeat team (support@heartbeat.chat) if you wish to have their account reactivated so we can do it on the backend.
