You can limit access to a section of docs. When you create a new section, select 'Limit Access?' and then add groups, roles, or individuals that you want to access the doc. You can either give them edit or view permissions.
If there are no documents in a section, members with view access will not be able to see the section at all. Once there is at least 1 document in the section, it will appear for other members with the view permission.
